Administration of Salt Cess Act, 1953 and Rules made thereunder (Abolished vide Finance Act, 2016)
TARGETS AND PRODUCTION
Planning for the production of all grades of salt in the country for edible, industrial and export purposes in consultation with the State Governments, Director General of Technical Development, State Trading Corporation, Salt Manufacturers’ Associations and the Central Salt & Marine Chemicals Research Institute and maintenance of production record.
TECHNOLOGICAL DEVELOPMENT
Promotion of technological development in all aspects pertaining to Salt Industry
DISTRIBUTION OF SALT
Rational distribution of salt in the entire country by rail, road/sea in consultation with the Railways, State Governments, and Director General of Shipping and Department of Chemicals and Fertilizers. Formulation and implementation of Zonal Scheme (Now discontinued vide Railway Board Office memorandum
EXPORTS
Promotion of export of salt, pre-shipment inspection and issue of quality control and export-worthy certificates (Now the role is transferred to the Export Inspection Agency vide Notification of Ministry of Commerce and Industry S.O. 5280(E) dated 14.11.2022)
PRICE CONTROL
To monitor ex-factory and retail price of salt and to initiate appropriate steps to prevent abnormal price rise
IODISED SALT
Planning production and distribution of iodised salt to meet demands of the entire country under the NIDDCP in consultation with the Ministry of Health and Family Welfare, concerned State Governments and Railways.
STANDARDS
Fixing standards of various grades of salt for different purposes in consultation with the Bureau of Indian Standards.
QUALITY CONTROL
Maintenance and running of Salt Test Laboratories for improving quality of salt
DEVELOPMENT LOANS
Grant of loans for the development of salt works under the Grant of Loans to the licensed manufacturers Rules, 1959. Planning & Execution of development works in the salt factories through the department or through Central/State Government agencies, recommended by the various Regional Advisory Boards and the Central Advisory Board for salt as per code of principles.
RELIEF ON NATURAL CALAMITIES
To assess the damages caused to the salt works due to natural calamities and to work out the financial assistance to be given to the affected salt works in the form of grant of ex-gratia and loans according to the rules.
LANDS AND BUILDINGS
Custodian of Central Government (Salt Department) lands in the states of Tamil Nadu, Andhra Pradesh, West Bengal, Orissa, Karnataka, Maharashtra, Gujarat, Himachal Pradesh and Rajasthan and leasing them for salt manufacture and other purposes. Maintenance of a large number of residential and non-residential buildings of the Department throughout the country.
REVENUE COLLECTION
Levy and collection of Salt Cess & Assignment Fee, Ground Rent etc. from lessees of Salt Department lands.
CO-OPERATIVE SECTOR
Promotion of Co-operative Societies in the Salt Industry and promotion of labour welfare activities in the salt works.
BY-PRODUCTS
Promoting recovery of by-products of salt industry viz. Gypsum, Bromine, Magnesium Chloride, Sodium Sulphate etc.
Execution of Labour welfare Schemes
Conducting health camps and Sports Meet for the Salt Labourers and their family members. Conducting training programmes to improve skills of salt workers, manufacturers, quality control personnels etc.
• Children Reward Scheme
Implementation of Children Reward Scheme for the children of Salt Labourers.
