Procedure for issue of
Export Worthy Certificate under the Quality Control &
Export Inspection Act,1963 & amendments made by the Govt.

Compulsory
Pre-shipment Inspection of Common/Iodised/Refined Salt :
|
Executive
Instructions :In pursuance of
the Ministry of Commerce, Government of India Gazette Notification dated
the 2nd July,1977 appearing in the Gazette of India Part-II,
Section – 3 Sub-Section (ii) the following instructions are being issued
for compliance by the inspection agency recognised under section 7 of
the Export ( Quality Control and Inspection ) Act,1963.

Notice of
Inspection
:Exporters intending
to export common/iodised/refined salt shall submit an application for
inspection to the nearest Office of the Salt Commissioner to the
Government of India giving particulars of the consignment intended to be
exported in the prescribed proforma (Annexure-I) in order to enable the
Agency to carry out necessary inspection. Such intimation shall be
accompanied with a copy of the export contract. This intimation should
be given not less than 20 days before the expected date of shipment.
All such application
shall be attended to in strict chronological order excepting in
specially urgent circumstances.

Place of
Inspection
:The inspection by
the Agency shall be carried out either at the premises of the
manufacturers or at the premises at which the goods are offered by the
exporters provided adequate facilities exist therein.
The analysis of
such common/iodised/refined salt shall be carried out at the salt test
laboratory by such officers as may be appointed by the Salt Commissioner
to the Government of India.

Basis of
Inspection
:
|
Inspection of
common/iodised/refined salt shall be carried out with a view to ensuring
that the quality of the same conforms to the standard specification
recognised by the Central Government in this behalf, or to the
specification stipulated in the export contract provided such
specifications do not fall below the specifications set out in the
Annexure.
|
Sampling
:
|
General
Requirements of sampling :In
drawing, storing, preparing and handling test samples the following
precautions shall be observed :
|
|
The samples shall be taken on as it & where is basis
|
|
The sampling instruments and the containers for samples shall be
protected from adventitious contamination.
|
|
Samples from the salt heaps offered for export shall be drawn
from different points to ensure a representative character.
|
|
The samples shall be placed in suitable, clean, dry and air-tight
glass containers/polythene bags/containers.
|
|
Each sample container shall be sealed air-tight after filling and
marked with full details of sampling such as code no. date of sampling
etc.
|
|
Lot
:
|
For
packages :All the packages in a single consignment of common/iodised
salt of the same grade drawn from a single batch of manufacture shall
constitute a lot. If the consignment is declared to consisit of
different batches, the batches shall be marked separately and the group
of containers in each batch constitute separate lots.
|
For
heaps and wagons :
Common/iodised salt for edible/industrial purposes may be offered for
inspection in heaps or wagons. In such cases each individual heap or
wagon shall constitute a lot.
|
Sampling Scale
: If not otherwise
specified in the export contract, the scale of sampling shall be in
accordance with the table below :-

Note
:
The packages shall be selected at random from the lot in
order to ensure
randomness of selection.
|
In case of salt
offered in bags for inspection of drawl of pre-shipment samples, the no.
of bags to be selected for samples may be as stipulated in the existing
paras 4 (iii).
|
Preparation of test samples
:
|
4.4.1 For
heaps and wagons :From each heap or wagon, draw with an
appropriate sampling instrument, several portions of the material from
different parts, for example, the front, middle and back, and at
different depths, collect about 20 Kg. of the material in this manner.
Spread out the material so collected on a level, clean and hard surface,
flatten it out and scoop the mass into a cone. Flatten the heap again
and take a sample by removing two diagonally opposite quadrants with the
scoop. To this add some more material from the middle of each of the
remaining quadrants and again form the material into a cone. Repeat this
process until finally about 4 Kg. material is left. This shall be called
the composite sample.
The samples shall be collected from a depth not less that 2
feet from the exposed surface

For package
:From each of the packages selected
according to the table given above a portion of the material about 200
gm. Shall be drawn with the help of a sampling instrument.
Out of these
portions, equal quantities of the material shall be taken and mixed
thoroughly to form a composite sample of about 600 gm. The composite
sample shall be divided into three parts, one for the laboratory,
another for the exporter and the third to be used as reference sample.
All the samples shall be sealed and labeled with full identification
particulars.
The reference
sample duly scaled in the presence of the exporter may be retained at
the S.T.L. concerned for a period of six months from the date of the
export after which the sample may be destroyed by the lab with the prior
permission of A.S.C. concerned.
If not otherwise
specified in the export contract, the testing procedure shall be as
prescribed in the relevant Indian Standard Specifications (IS-797-1967 &
IS-253-1970 as amended from time to time).
The lot shall be considered to have passed in respect of the
characteristics tested on the composite test sample if the test results
satisfy the requirements given in Annexure of the notification under
section 6.

Procedure of
Inspection
:
|
|
On receipt
of the intimation for inspection, the Agency Officer, authorised in this
behalf shall examine the consignment and draw representative samples of
the material from various lots in the consignment offered for
inspection.
|
|
The
exporters shall provide all necessary facilities to the agency for
carrying out the inspection to ensure conformity of the consignment to
the recognized specifications.
|
(a) If after
carrying out the required inspection, the material has been found to
conform to the specifications, the Agency may put an official mark on
the packages to identify the inspected consignment exhibit as board on
the heaps indicating export reserve stock. It should be ensured that
further packing of salt for loading into ships/wagons is done from such
heaps only.

Certificate
of Inspection
:
|
|
After
satisfying itself that the consignment of common/iodised/refined salt
conforms to the recognised specifications, the Agency shall issue a
certificate to the exporter in the prescribed proforma (Annex.-II)
declaring the consignment as export-worthy.
|
|
8 copies of
the certificate shall be made out for sending to the following
officers.

|
|
In case the
consignment is found to be not export-worthy the Agency shall, within
the said period of 20 days, refuse to issue such certificates and
communicate such refusal to the exporter along with the reasons thereof
in the prescribed proforma (Annex.III).
|
Appeal
|
|
Any person
aggrieved by the refusal of the Agency to issue a certificate of export
worthiness, may, within 10 days of receipt of the communication of such
refusal by him, prefer an appeal.
|
|
The appeal
shall be disposed off within fifteen days of its receipt.The decision of
the Salt Commissioner on such appeal shall be final.
|
