Manufacture of Salt in India has been subjected to licensing under Central Excises & Salt Act, 1944 and Rules made there under. All provisions relating to ‘Salt’ were deleted from Central Excise Act, 1944 by Finance Ministry in the Finance Bill of 1996. As a result, the Salt Industry was delicensed from 23.7.1996.
Government of India vide Notification No.GSR 639(E) dated 4.9.2001 has replaced consignment permit system for removal of salt from Salt Factories with Self Removal Procedure (SRP), simplifying the procedural formalities.
Obsolete records and registers maintenance discontinued and 14 Registers reorganized into 4 Registers.Guidelines for issue of Export Worthy Certificate have been modified reducing the time period from 15 days to 3 days.
In view of more than adequate salt production to meet our domestic requirement and export needs and as there are no transport bottle-necks to move edible and industrial salt from production sources to consuming areas, the Salt (Reserve Stock) Order, 1955, issued under Essential Commodities Act is being withdrawn.
Salt (Distribution, Movement & Price Control) Order and Salt (Reserve Stock) Orders issued under Essential Commodities Act, 1955 by the State Governments are being reviewed in consultation with the States.
As Financial Institutions are adequately extending financial assistance for setting up and development of Salt Works, notification for withdrawing the Grant of Loans to Licensed Manufacturers Rules, 1959, is under final stage.
