Sub:- Delegation of powers of Regional Officers.

Sir,
I am directed to refer to your D.O. letter No. A-36013/1/88/Admn./16245, dated 19.7.1990 on the subject mentioned above and to convey the approval of the competent authority to the delegation of power as per schedule attached herewith in supersession of all the earlier orders on this subject to the extent, they applied to these items.

• Delegation of these powers will come into force w.e.f. the date of issue of this letter.
• this issues with the concurrence of IF wing vide their ID Note No. Dy. 2992/IF/90, dated 7.8.1990.

Sub:- Delegation of powers for leasing out land for salt manufacture.

Sir,

I am directed to refer to the correspondence resting with your U.O.No 13(45)Ad.I/56/25365 dated 11th September, 1959, and to convey the sanction of the President of to the delegation to the Salt Commissioner of full power for leasing out Govt. to lands for salt manufacture, subject to following conditions:-

• the lease money or assignment free payable in respect of the entire period of the lease should normally be collected in one lumpsum but this condition may be relaxed in the discretion of the Salt Commissioner in the case of parties of standing repute and payment may be allowed to be made in suitable installments to be fixed by the Salt Commissioner ;
• Possession of the land should be handed over only after the lease money or the assignment fee or the first instalment there of has been paid;
• the agreement with the lessee should be in accordance with a model form of the lease deed to be drawn up in consultation with the Ministry of Commerce & Industry.
• the lease of lands should be for a period not exceeding 20 years and
• the lands should be leased through invitation of public tenders after adequate publicity , the lease being awarded to the highest bidder.

2.   Case not covered by the orders referred to in para 1 above should be referred to Government for order.
